If the issue persists and prompts to “enter payroll service key”, select the cancel button, exit employee center and manually sync your license by going to HELP - MANAGE MY LICENSE - SYNC LICENSE DATA ONLINE. Once completed you can go back to the Employee Center and run payroll.
